Out of State Enrollment in Distance Education (online) Program and Courses

Paul D. Camp Community College has been approved by the State Council of Higher Education for Virginia (SCHEV) to participate in the National Council for State Authorization Reciprocity Agreements. NC-SARA is a voluntary, regional approach to state oversight of postsecondary distance education. This allows Camp to offer distance education programs and courses to residents of member states without seeking state-by-state approval.  If you are an out of state student seeking to enroll in a program leading to licensure or certification, please carefully review the next section, below.

As of July 2019, 49 states (all but California), the District of Columbia, Puerto Rico and the U.S. Virgin Islands have joined SARA. To meet state authorization requirements, it is very important that Camp knows your address each semester. If your address changes for any reason it is the student’s responsibility to promptly update their record in SIS.

Out of State Enrollments in Programs that Lead to Licensure or Certification

All of Camp’s programs leading to licensure or certification required for employment in Virginia meet the requirements of the relevant licensing boards in Virginia. However, a program may not meet the licensing requirements for a particular state outside of Virginia.

By federal regulation 34 CFR 668.43, Paul D. Camp Community College must disclose to prospective out-of-state students the states in which its programs meet and do not meet the applicable educational requirements for professional licensure or certification.

Prospective students outside the Commonwealth of Virginia who may enroll in a program at Paul D. Camp Community College that prepares students for external certification or licensure or may require clinical placements or internships should be from a state where the program MEETS the educational requirements for certification or licensure.

If the student is from a state where the Paul D. Camp Community College’s program does NOT MEET the student's home state requirements and the student is enrolled in at least one course online their first semester in the program, the student must provide a written attestation where they intend to seek employment after completing the program. Online students cannot enroll if they reside and plan to seek employment in a state where Paul D. Camp Community College’s program does not meet that state’s requirements for certification or licensure.

The table below provides information on Camp’s programs that lead to licensure or certification required for employment in Virginia. It includes the contact information for Virginia and out-of-state licensing agencies. This list is subject to change and will be updated as more information becomes available.

Federal regulations prohibit Paul D. Camp Community College from enrolling students in a program that leads to licensure or certification if the college does not meet the educational requirements for licensure or certification in the student's state of residence.
